随着互联网的快速发展，传统犯罪不断向网上蔓延。借助互联网跨地域、扁平化的特点，网络犯罪形成物料供应、技术支持、引流推广、支付结算等体系庞大、盘根错节的黑灰产业链条，各环节链条分工合作，高效完成网络犯罪。为此，仅靠个案打击、事后惩处不足以遏制高发频发的网络犯罪蔓延势头，必须坚持打防结合、防范为先，做到关口前移，强化行政监管，有效打击整治网络犯罪生态。
